Publish gate. Each milestone carries two truths: the published status the client
sees, and the internal status PPL actually knows. A milestone is
WITHHELD until PPL flips its gate to
PUBLISHED ✓ — until then no internal/ahead-of-SOW detail reaches the public view.
AHEAD OF SOW marks work already materially further along than the
conservative published status implies. Statuses tagged (inferred) are read from repo
activity, not a formal PPL sign-off.
